PF has not created dictator govt – Kapeya

Government has described as baseless claims by United Party for National Development (UPND) leader, Hakainde Hichilema, in an interview with the British Broadcasting Corporation (BBC) that the Patriotic Front has created a dictatorship government.

Information and Broadcasting Services Deputy Minister, Mwansa Kapeya, says government has demonstrated its commitment to good governance and the rule of law which he said the opposition leader should be honest enough to admit instead of accusing it of bad governance and dictatorship.

The Minister noted that in a dictatorship government, Mr Hichilema would not be given media coverage or be in the limelight as he is enjoying on a daily basis.

Mr Kapeya said the UPND leader’s baseless outburst against government is as a result of the shrinking political fortune and the humiliating defeat his party has suffered in the recently held parliamentary by-elections in Livingstone and Mpongwe at the hands of the ruling PF.

“Which dictatorship is Mr Hichilema talking about that allows him to go and hold a press conference on a foreign soil (South Africa) to castigate his country and still get away with it as he did recently with other opposition leaders,” Mr Kapeya wondered.

Mr Kapeya further noted that contrary to the attacks, Mr Hichilema has exhibited high levels of political intolerance and dictatorship by dictating to his Members of Parliament not to work with the PF government at the expense of national development.

The Minister advised the UPND leader to desist from using government as a scapegoat each time he is in trouble with the law.

He said government promised a people-driven constitution which he said is underway while the free and independent media which his government promised is already in place.

He said with the creation of a new province and new districts around the country to bridge the flow of development to the people, the decentralisation of power to the people which the PF government is gaining momentum is being achieved.

    We have not yet come to that Hon Minister, well not exactly, but we are certainly and surely heading there if the international community and media is not mobilised to come to our rescue. And which media are you talking about, this is the BBC, of course the Times of Zambia or the PFost would not report that and if they did they would distort the story. Tiziba!

    Kapeya learn to be respectful and most important truthful. PF has not respected the law that created institutions like Public Service Commission. People are removed from govt without laid dpwn procedures being followed. Your government Kapaya or is it Kapeya has flouted with impunity rules and procedure that govern civil service. Only in a dictatorship can you find what we saw here just after Pathetic Fools got power. You still have so many civil servants whom you fired but are still on govt payroll because you did not do it as be guidelines. We can not trust Sata this time especially on the constitution because he duped us non political civil service.     Who is this kapeya please, he has no respect for the incoming president, who is he trying to fool here, can you explain if thebfollowing is not tantamount to dictatorship,
    Denying the opposition freedom of assembly
    Infringing people’s freedom of speech ie an economist implicated by a Lusaka mayor for employment style observation
    Unlawful assault on opposition members by grz officials ie mwaliteta breaking nkombo’s arm
    Illegal detention of opposition leaders
    Unlawful firing of fire arms by pf cadres during bye elections etc etc

    This list could go on, may this low ranked officer speak with objectivity next time he is given an opportunity whether these atrocities committed by his government are not equivalent to dictatorship. I now see why vengeance will never end in Zambia.

    The public media is far better under PF than it was during RB’s tenure. The Post has taken over the way public media used to look under RB. The implementation of the Public Order and electral code of conduct (particularly freedom of assembly and escalation of political violence) are worse under the PF than RB’s tenure who capitalised on electoral bribery.

Is it not your good Incest General of Police, Libongani, the niece to President Sata’s ATM (Assistant To Maiguru-the one and only Subi) who pleaded with UPND to postpone the rally because it was easier to cancel the rally than stop PF cadres from disturbing the peace?
