There is no budget overrun and I won’t fire Chikwanda – Sata

President Michael Sata has dismissed assertions that the Patriotic Front (PF) government’s national budget has collapsed.

Sata has therefore described such claims as premature, unwarranted and mischievous.

“ Our foreign reserves currently stand at about US$2.4 Billion while the country has recorded over US$2 billion in investment pledges in various sectors of the economy in the first quarter of 2013,” President Sata says.

“Similarly, non-traditional exports grew to US$530.7 million in the quarter of 2013, compared with US$500.9 million recorded during the same period in 2012. It is therefore, irresponsible to engage in extreme talk amidst such a robust national economic performance.”

Sata said this in a statement by his mouth-piece George Chellah, in Lusaka today..

‘In line with the PF manifesto’s commitment of promoting inclusive growth and social justice for all, the government is running an activity based budget and has continued financing projects and programmes judiciously’, President Sata says.

“The focus of the 2013 Budget is to facilitate accelerated and sustained economic growth that translates into tangible realities for our people such as generation of sufficient and stable jobs, a redistribution of income and opportunities in favour of the poor, access to basic services and a general improvement in the standards of living .

“Consequently, we have made substantial allocations towards the health, education, water and sanitation and local government sectors. Other interventions have been targeted towards facilitating sustained growth in the agriculture, tourism, infrastructure development and manufacturing sectors, ”  he says.

In order to guarantee the execution of pragrammes and activities, the President has directed the Treasury to ensure that programme implementation reports are submitted by Ministries, Provinces and other  Spending Agencies (MPSAs) prior to receiving subsequent funding.

President Sata says the PF government is working tirelessly and with greater urgency to ensure that all priority sectors of the economy flourish within the projected benchmarks.

Meanwhile, President Sata has dismissed reports that he intends to substitute finance minister Alexander Chikwanda with a named former finance minister, describing the reports as cheap careless gossip.

    Countrymen. You don’t even have to go far. Ask any civil servant on how erratic the funding is in government institutes. Most of the projects are continuously being delayed or not happening at all…only those politically oriented move. Of course, funds are available for Ministers to use on TRAVELING.

    This man thinks that if he mentions the submission of reports by implementing agencies we will think that the PF is running government prudently. Far from it. This is mere rhetoric. The government is broke and there is a serious budget over-run. And what kind of president is this who wants to run the country through press statements? Why can’t he hold a press conference to address the ALLEGATIONS? What is he afraid of? Why is he failing to face his own people? Press statements can never convince people because they lack the human element – they are remote and used by those who have something to hide. The government is avoiding being asked some critical questions to which they have no answers. They have resolved to be impersonal in the way they are governing. What a shame! We challenge Sata to call for a press conference if he is not afraid of being put on the spotlight for the numerous errors he has committed. His cronies are also shielding him because they know he has no substance to handle the press – he will just expose his stupidity and lack of understanding of how government is run. This country is in a BIG MESS and it is all our fault.

It is quite clear for the few intelligent Zambians that there is a budget overrun going by your government’s failure to meet contractual payments for goods and services. The sooner you admit the budget overrun the better chances you have of attracting intelligent public sympathy. Otherwise, heading into July and August when FRA is supposed to be buying maize, heading into September when your government is supposed to implement new civil service FAKE conditions of service, the overrun will manifest and government operations will grind to a halt. So own up while you still have time. Talk of prematurity is utter nonsense.

    Wanted to get surprise that sata could be talking economics only to realise it’s a written statement from chikwanda. I still insist there is over run in our budget. The by-election is not much but the establishment of new districts after the outside the budget that my friend has done worse to the economy together with the massive increament in wages and many more expenses outside the budget.if u recall very well wgerever our sata went left orders for projects to be done outside the wonder our budget will not be implemented.the score of the budget will not exceed 30% execution.
