He is the permanent Secretary for the ministry of labour and social security. He is one of the thieves captured in the 2018 money laundering report. His suspicious bank activities arises from the dirty money he makes from Napsa deals.

As readers might be aware, Napsa is one of the very few government institution that has money at the moment.

One project from which which Barnaby Mulenga has made money is the construction on the long Acres Mall.

The construction of the Long Acres Mall and Business Park is mainly funded by the Public Service Pensions Fund (PSPF). It’s a US$72million project.,The architects or designers were GS Architects, which is said to be Zambian company though owners are foreigners.

Mr Mulenga decides who supplies what and is paid what on the construction of this mall and approves all payments.

What is happening in the Zambian government right now is no longer corruption. It is Satanism. You have people stealing all this money but right now there is no electricity in most parts of the country when government can easily import power with such money.
