Attorney General Malila continues plundering from national coffers

Screen Shot 2013-11-25 at 13.15.32 Screen Shot 2013-11-25 at 13.15.47Attorney General Mumba Malila is abusing his authority of office by debt collecting on behalf of his clients who have won cases against the Zambian Government Investigations have revealed.

Mumba Malila is also reported to have collected KR 10 million (K10 billion) from the treasury on behalf of a client without following procedure.

According to investigations, Malila is working with former Secretary to the Treasury David Diangamo and a Lusaka businessman a Mr. Costain Simamba in a scheme in which Malila gives Diangamo and Simamba names of people that have successfully won cases in the courts of law since the information is in his office then Diangamo and Simamba approach these people and collect the money on commission then they share the money with Malila.The development has since annoyed Auditor General Anne Chifungula whose office has been auditing the office of the Attorney General. According to information, the Auditor General has since written to the Inspector General of Police and Director General of the Anti- Corruption Commission who have done completely nothing. The information obtained reveals that the information leaked after a group of former civil servants who went on voluntary separation and were once represented by Malila when he was in private practice also started pushing for payments. The Zambian Watchdog through its investigations came across one of an old correspondent that led to the leaking of the information. It is however not feasible for President Sata to discipline Malila because apart from belonging to team Wynter Kabimba, Sata’s brother in marriage Fredson Yamba who is also Secretary to the Treasury paid himself retirement benefits without declaring interest. Yamba used to be Chief Economist at Ministry of Commerce and went on early retirement during the MMD government. When the PF came into power, Yamba who is married to First Lady Christine Kaseba’s young sister was appointed Secretary to the treasury. He then paid himself retirement benefits that the MMD government had not paid him.
