Bribery: One of the bidders for digital migration invites Malupenga

PS of ministry of information and broadcasting, Amos Malupenga was invited by one of the Chinese contractor –HUAWEI who have been awarded the project by Namibian Information ministry toNamibia on 5th Dec to witness the launch of TV Analogue to Digital Migration Project. He wasaccompanied by the Communication Director Lowani Soko who is also Task Force Chairman on theTV Digital Migration Project. How necessary was this trip?

The whole Trip was arranged by one of the Chinese company HUAWEI who has been awarded the similar Project in Namibia. Apparently, they are also bidding for the same project in Zambia


During the function, the PS was briefed on the project status in Namibian and thereafter he methe contractor of this project in closed doors.


It’s very strange that the PS chose to visit Namibia when a similar Tender is in process in Zambia and one wonders what the PS went to witness when the project in Namibia has just started. It very clear that HUAWEI were up to something


The contractor in question HUAWEI is known to be a failure in implementing projects. A good example is the ZAMTEL NATIONAL OPTICAL BACKBONE project which was awarded to them in 2008 but up to now has proved to be a failure and that is why Zamtel is fighting for the ZESCO Fibre.How can they be trusted to implement a project of this magnitude?
