REF: Threats to Independence

Introduction

You are well aware that the current minister’s wife is an employee at your Mongu provincial office, a public institution with the responsibility of providing checks and balances to those in authority. And this responsibility is owed not the politicians currently enjoying employment but to the people of this country.

Your Responsibility

Your responsibility therefore madam, is to ensure that your staff at all times conduct them selves in the most professional manner and to be seen to be conducting themselves in the most professional manner. We know that you wait on your Assistant Directors to help you with this singled out responsibility. But again we wonder why you wait on them when you know as well as we know that most government Departments are headed by people with no strong Education backgrounds. A good example is your Western Province Assistant Director and his lieutenants who just bank on experience; whether rich or poor experience a norm which has caused a lot of strategic drift in our government audits, an issue which have already risen with ZICA an organization responsible for audit reviews in the country.

Our concern

How, are the people of Barotseland suppose to think that the wife to the minister working at one of your provincial offices is going to be independent of her husband and provide checks and balance? When did international audit standards change, to allow a wife richly interested in the success of her husband, to audit the very policies and implementations spearheaded by the husband? Where is the slogan, an auditor has to be and be seen to be independent? What happened to constantly being aware of the threats to independence?

Our recommendations

It is simple, transfer her or if she does not want to leave the comfort of a ministerial house let her resign. May we also recommend to you madam, that your staff be rotated time and again for fear of making friends with the Administrators and Accounting staff
