Western Province Permanent Secretary Amos Malupenga may soon land into more problems this time by disregarding advise from the Attorney General, the Competition and Consumer Protection Authority (CCPA) the Zambia Information, Communication and Technology Authority (ZICTA) for issuing broadcasting licenses to alleged unqualified entities.
Mr. Malupenga may also face the Anti-Corruption Commission for abuse of authority of office for employing his former workmate Leah Kabamba as Head of Licensing at the useless Independent Broadcasting Authority (IBA) without following procedure.
Leah Kabamba worked with Amos Malupenga at the PF aligned Post Newspapers. Leah even served as Press Freedom Committee of the Post chairperson when Amos served as Managing Editor.
According to a source close to investigations, Malupenga willfully gave licenses to Muvi TV to run Komboni radio, Joy FM to run Prime TV and Radio Explorer to run Chipata TV when the CCPA Act of 2010 does not allow cross ownership of the media to avoid monopoly.
Meanwhile talkative former Zambian Watchdog correspondent who once reported that Sata had collapsed during campaigns in Western Province and now Permanent Secretary for Information and also IBA chairperson Emmanuel Mwamba is not aware that he is a chairperson of a toothless IBA.
The Zambian Watchdog has just discovered that the IBA is squatting at the Zambia National Broadcasting Corporation premises an entity IBA is supposed to regulate.
The question is how will IBA regulate ZNBC? This is like ZICTA squatting at Airtel or National Water and Sanitation Authority (NWASCO) squatting at Lusaka Water and Sewerage Company. Since Mwamba reads the Watchdog let him answer.
