House No. 33
12th June, 2012
The Executive Director
Energy Regulation Board
RE: OBJECTION TO ISSUE LICENSE APPLICATION
I write to strongly object to the application of Midlands Energy Zambia Limited, situated on the third floor of Godfrey House on the corner of Kabelenga and Longolongo roads in Lusaka for the issuance of oil tender license as shown in the Post Newspaper publication of June 6th 2012.
Sir, you are very much aware that Mr. Wynter Mwachambwa Kabimba, a resident of number 337 Independence Avenue is a prominent Director in this company. It is also common knowledge that Mr. Kabimba, the General Secretary of the Patriotic Front (PF) party was appointed Chairperson of the Commission of inquiry into the management of the Energy Regulation Board – Procurement of Oil. In the interest of fairness and due diligence, I submit that Midlands Energy Zambia Limited will unfortunately enjoy undue advantages over other eleven applicants as listed in the said Post newspaper publication of June 6th 2012.
It is common knowledge that having chaired the Commission of inquiry into the management of the Energy Regulation Board, Mr. Wynter Mwachambwa Kabimba is not only an interested party hereto but will definitely play an intimidatory role to anyone deemed critical of Midlands Energy Zambia Limited whence he is a Director and certainly be unfairly influential.
I also submit that it also appears a deliberate plan by the Patriotic Front Party to dominate the tendering processes even in disregard of their own anti-corruption crusade at the expense of opposition parties, interest groups and ordinary citizens of this great country Zambia.
On the basis of the above, I pray and here submit my objection to the application of Midlands Energy Zambia for granting of the concerned issue License.
