Even outside court, Kabimba still losing ‘cases’

Justice Minister Wynter Kabimba has has finally lost his case to have the Technical Committee drafting the constitution submit their report by June 30th.

Kabimba announced on Monday that the Technical Committee drafting the Republican Constitution will hand over the document by July 31, this year, the date requested earlier by the committee. Kabimba had in the run up to June 30, made a lot of noise and pushed the committe hard to give him the report by the month end.

But a Technical Committee member told the Watchdog that those educated officials had resolved to ignore ‘that fool’ and just do their work professionally until when they would be ready but anytime up to July 31, 2013.

In shame and having suffered another embaraasing defeat at the hands of his own juniors, Kabimba told Parliament  that the Technical Committee had requested for the extension to ensure the document was completed to the satisfaction of the Zambians.

Kabimba, an appointed and not elected Member of Parliament said this when he issued a ministerial statement that the extension did not call for fresh funding but that the Committee still had funds from the already budgeted for, allocation.

He also informed the House that the Constitution making promise could not be completed within 90 days as promised because the technical committee drafting the Republic document requested to engage in wide consultations with the populous.

He said it was not the intention of Government to dictate the pace of the review process to avoid accusations of manipulating the process.

“At the risk of repeating myself, I wish to stress that although we as Patriotic Front believed that the Constitution could be delivered within 90 days, we left the entire process to the Technical Committee to draw their programme.

Mike Mulongoti recently described Kabimba as a ‘reject from Mwembeshi.’
