EXCLUSIVE: Operation 777 – PF’s strategy to rig results and brutalize opposition
The strategy document, which is dated to 4th April 2016 and is thought to be crafted by an external Kenyan consultant who has worked closely with the Kenyatta regime in the past, outlines their “radical measures to be executed without fail by all wings of government and concerned party structures within the prescribed timeframes.”
The document also outlines how “these measures are to be executed in the best formal manner without leaving any traces communications traces or visual traces.
The efforts outlined within the document are focused on 7 core areas:
Polling Stations
Printing of Ballot Papers
Media
Air Space Restrictions
Border Controls
Strategic Surveillance
Votes and Voters
We will examine each of these individually. Throughout the report individual PF members are designated to control certain elements.
1. Polling Stations
Illegal use of police to detain polling agents
The document outlines that any form of communication at polling stations is to be curtailed by all legal means, such as bringing down the telephone networks. If legal channels prove ineffective then violence should be the alternative.
It further recommends that police should be used to to detain opposition party polling agents and specific teams to be deployed to cause havoc and confusion on selected polling stations on election day.

Vote Counting
The counting of votes, especially in Western Province, North Western Province, Eastern Province, Copperbelt, Rural, Lusaka Rural and selected perceived UPND strongholds, apart from Southern Province MUST be done in absence of opposition polling agents at any cost. Results then must be transmitted for totaling in the shortest possible time.

Returning officers are set to be Party Cadres or carefully scrutinized party members. Final instructions will be given to them on the 22nd July with adequate remuneration paid in advance.

2. Printing of Ballot Papers
Rigged tender process
The document outlines “The printing of ballot papers is to be carried out by a user friendly host, and a company based in Dubai has been earmarked as an executing party. Strong Instructions have to be followed without fail. ECZ must be obliged without fail to award the company in question the contract.
This will be overseen by Kaizer Zulu, often described as the biggest crook in Zambia, who can be contacted on: +260977826222.
Saudi Trip
A subsequent trip to Saudi Arabia by the Zambian government will be facilitated in May 2016 to enable an important and final meeting with the Directors of the printing company.
Extra ballot papers
Extra ballot papers for selected polling stations will be printed our and pre-marked and transported through Mozambique and passed on through Eastern Province between June and July 2016. The Zambian Air Force (ZAR) with other combined forces will dynamically airlift cargo to and from strategically earmarked locations.
The distribution of the ballots will safely be stored in a safe house in various parts of the country. Military, intelligence and party agents will have to be carefully chosen and deployed. Careful attention should be drawn towards agents whose ethnicity is from Southern Province, Western Province and North Western Province. Detailed logistics will be made available and finalized during the last week of May 2016.
Mozambiquan General, Alberto Chipande has been named in the documents as being involved in this element of the project as well as B Soko and S Makaya.
3. Media
No form of media should be given to the UPND in the form of news or campaign advertisements instead the PF must launch a massive media character assassination of towards HH
Furthermore, prime efforts will be made to eliminate the little media coverage by the Post Newspaper.

4. Airspace restrictions
All airspace restrictions for UPND campaigning activities are to be curtailed effectively, including all helicopter and fixed wing flights.
5. Border Controls
