Finance Minister Alexander Chikwanda has cancelled a contract duly given to Nyatsi by the Zambia Public Procurement Authority (ZPPA to work on the Monze-Nico road.
Chikwanda has instead given the contract to BSNK Joint Venture, which lost the tender bid.
ZPPA had awarded the contract to an experienced contractor Nyatsi but the minister of finance has overruled the decision by ZPPA and decided to give it to BSNK JV.
BSNK Joint Venture is part of Varun Beverages, which the PF accused of conniving with former Finance Minister Dr Situmbeko Musokotwane to give them tax exemptions.
A source at ZPPA said ‘Chikwanda is interfering in the tender processes in the same kind and issues they are taking Dora Siliya to court over radar contract.
According to available documentations, the Monze-Nico road was initially awarded to an experienced firm, Nyati, with proven track record and had gone for price negotiation after a lengthy tendering process.
But the minister of finance decided to overturn the ZPPA and RDA recommendations and instead give it to his friends at BSBK JV
BSNK JV and others lost the open bid and never bothered to appeal within the ZPPA stipulated 10 days.
The PF government in early days accused Varum Beverages a partner (same owners) of BSNK of corruption especially when it comes to securing contracts.
This is in a case in which Dr.Musokotwane was alleged to have granted the deferment of value added tax (VAT) and excise duty to Varun Beverages Zambia limited.
