FODEP director locked up as more details of secret police recruitment emerge

Screen Shot 2013-12-11 at 17.35.20Post Newspapers Managing Director Fred Mmembe is the one who gave instructions to Police Inspector General Stella Libongani to arrest Daily Nation Newspapers Managing Editor Richard Sakala and FODEP Executive Director Macdonald Chipenzi senior Police sources have told the Zambian Watchdog.
And the Watchdog has learnt that M’membe and president Michael Sata are angry at the two journalists because the story has exposed one of the main strategies being put in place in preparation for 2016 elections. Chiepnzi is a former reporter for the Post.
In addition to the militia being integrated into the police force, part of the scheme is to recruit only PF cadres especially Sata’s relatives. The qualifications for one to be recruited in the secret operation is that, they must first and foremost be related to Sata either by blood or marriage or tribe. The second requirement is that they must be a PF cadre. But if one is both a relative of Sata and a PF cadre, then they are given first priority, according to senior police officiers.
Chipenzi has been detained but the police have not yet said what they are charging him with. But he is likely to be charged with publishing false news.
The sources say after Mmembe called the Police Command, the command in return consulted State House without knowing that M’membe had already briefed Sata. So Sata just told them t go ahead as instructed by Bwinjinfumu.
‘Now I believe when the Zambian Watchdog says Sata is controlled by Mmembe and the Cartel. I thought it was just a fabrication but today I have believed and I will believe all the stories” the source said.
‘The source said Mmembe wants to use the Police recruitment story as a scapegoat but he has a personal battle with the two. The source said Mmembe is not happy with the role the Zambian Watchdog and Daily Nation have been playing in exposing scandals in this government.” They thought now that the Post the major private paper is with government everything will be covered but they are very surprised that both you (ZWD) and Daily Nation are providing serious checks and balances and Mmembe is not happy” the source said.
The senior officer said the Post Newspaper Managing Director also believes former President Rupiah Banda is behind the Daily Nation hence the anger against the Daily Nation.
“Mmembe and his friend Nchito believe the Daily Nation is financed by RB (Rupiah Banda) but we have done extensive investigations. RB has no hand in the Daily Nation. Read the editorial comment of Monday’s December 09,2013 Edition of the Post. It set the tone of the fight. We are told Sakala wants to cite Mmembe for contempt because M’membe commented on a matter that is court. So Mmembe is very annoyed”, the source said.
