Forum for Democratic Process (FODEP) has wondered why President Lungu recently announced that the 2016 election date will be the last one to be announced by the President.
FODEP Executive Director MacDonald Chipenzi stressed Tuesday that the draft constitution already has a provision of the election date for presidential elections to be enshrined in the constitution.
Chipenzi said the implication of President Lungu’s statement was that the country will not have a new constitution.
‘ The President said this should be the last time that the President was going to announce the date of elections and yet he has sent a bill to parliament to enact a new constitution, does it mean that it will not be enacted? Chipenzi wondered.
The government has so far shown no political will to enact a new constitution before the 2016 tripartite elections.
