Govt to control CCTV, but over priced tender already awarded

Another over priced single sourced tender has been unearthed. The Patriotic Front government has singled sourced Huawei a Chinese company to install Close Circuit Television Cameras (CCTV) in some parts of Lusaka’s residential areas at a cost of US180million.

The project to be called Safe City is being spearheaded by Home Affairs Minister Stephen Kampyongo. According to an intelligence source, the government plans to install security cameras in crime infested townships in Lusaka an idea the source says is good but over priced. Huawei has since started constructing a control centre at Police Headquarters in Lusaka. The source said to cover up the corruption, the contract was procured under the security act that does not need advertising or seeking authority from the Zambia Public Procurement Authority (ZPPA). Further, the source says this is one of the reason why Cabinet passed a decision to regulate CCTV’s in the country. ” I’m surprised you have not picked this. The construction is underway at Police Headquarters for the Control or Command Centre. That is why they have closed that entrance opposite Ministry of Finance.

Huawei is constructing the building, ” the source said. Stephen Kampyongo was Local Government Minister when the Zambian Government procured the over priced Fire Tenders.

The PF cabinet has come up with and approved the introduction of a bill in Parliament to control the use of Closed Circuit Television (CCTV) in private and public premises in Zambia.

According government spokesperson Dora Siliya, the aim of the new law will be to provide for a legal framework and enhance security in the country.

Siliya said Currently there is no proper law to regulate the use of CCTV in private and public premises in the country.

But the Watchdog has been informed that the main purpose from State House point of view is to make money for state House based thieves and their partners.

‘The tender has already been given to some Asian businessmen who will be in charge of all CCTV in Zambia,’ a senior government official told the Watchdog.

This means that all existing CCTV, private and public will be registered and main control surrendered to foreigners who have been given the contract in advance.

While the so called parliament will be approving the law, State house thieves will be supplying cameras to you at a fee as existing CCTV cameras may be rendered illegal. You will be required to buy new ones from PF partners
