UPND president Hakainde Hichilema has maintained that the government should cancel the Lusaka-Ndola dual carriageway road project which will gobble $1.2 billion.
Several stakeholders, including Roan PF member of parliament Chishimba Kambwili and People’s Party
president Mike Mulongoti, have questioned the high cost of the road which translates to almost $3m per kilometer when an average road in Zambia costs less than $ 600,000 per kilometer.
The Road Development Agency has tried to justify the cost, saying the total length of the dual carriageway was around 800 kilometres and that it would be modern

And Hichilema has branded the project “highly corrupt”.
He said the high levels of corruption in President Edgar
Lungu’s government were extremely worrying and
threatening the country’s wellbeing.
“This contract must be cancelled with immediate effect,
it’s full of corruption and basically stinks corruption. We
can’t allow such things to keep happening. That road
can’t cost the figure it has been pegged on. There are
good roads in Botswana, South Africa but can’t cost
what Lungu and his friends in his corrupt government
have said on that road. In any case, even the awarding
of the contract to that contractor smells corruption; that
was single sourcing. So our people are hungry and angry
and these people in the PF government can’t continue
stealing with impunity,”
Hichilema said in an interview yesterday.
He accused President Lungu of dubiously awarding
contracts to his close associates.
“These are the things we will root out when we get into
government; these people will have to answer for this
dual carriageway project. We will make sure whatever
road project we will undertake will be done in the
interest of the nation at a reasonable price,”
He said the money being spent on the Lusaka-Ndola
dual carriageway was more than enough to extend the
road construction to Livingstone.
“I wonder why only one contractor has been engaged to
work on such a road with a huge price. But this is a
clear indication that the awarding of the contract was
corruptly done and directly benefits Mr Edgar Lungu,”
“I am also aware that President Lungu is receiving 40 per
cent shares on all the road contracts. But let me warn
him that he will pay heavily for the corruption in his
government and thieving tendencies.”
He said only corrupt elements were failing to see the
wrongs in the award of the Lusaka-Ndola dual
“This project needs fresh bidding. There is no way we
can allow such a huge contract to be single-sourced.
That’s how stealing is done, this so-called single-
sourcing is costing this country a lot of taxpayers’
money. Allowing this project to go ahead is allowing
daylight robbery of the national Treasury by Lungu’s
government with impunity,”
