The Watchdog revealed that State House deputy minister Mulenga Sata and Kabwata MP Given Lubinda have received huge monetary and other bribes to force the Lusaka City Council to sale the Libala Tennis Course.

Mulenga Sata is the same thief, who has illegally demarcated Lusaka city council Park land on Independence Avenue into 30 plots, allocated 8 to himself and sold the others mostly to foreign nationals.

Said a source: ‘Given Lubinda who is so vocal about such issues is stone quiet. Do you know why? Because he received K160 million [K160, 000 PF currency)’.

On top of the K160, 000, the same Chinese businessmen are renovating MP Lubinda’s Namakau House in Chilenje as part of the bribe. Lubinda is also the minister of agriculture and is receiving huge bribes in the distribution of fertiliser.

Mulenga Sata and Lubinda are working with Mwiche Mudala, the Valuation Director for Lusaka City Council. Mwiche was fired from Ndola City Council as Valuation Director for various offences all relating to corruption but the Lusaka City Council employed him.

Mwiche Mudala received K160, 000 in bribes and was in the forefront pushing counsellors to sale the Tennis Course.
