State house permanent secretary Emmanuel Chilubanama who has been President Edgar Lungu’s conduit of corruption is the one who stole some pre-signed letterheads and gave them to Lungu’s political advisor Kaizer Zulu to perpetuate their illegal activities.
A senior state house official has told the Watchdog that it was normal for a President to have pre-signed letters so that they can be used in case of emergencies and that such letters are kept by well trusted persons, such as private secretary, at State house. He said that in this case, Lungu chose Chilubanama to be keeping the pre-signed letters but Chilubanama abused them.
“Of course it is normal to have pre-signed letters just in case the President is too sick and wants to communicate. It looks like because the big man (President Lungu) likes drinking a lot so maybe he gave Chilubanama some letters while drunk and forgot about. There is just too much of casually handling important matters by the big man because of alcohol,” said the source.
During a search at Kaizer Zulu’s house, police recovered some pre-signed letterheads but government wants to bury this because it will expose the head of state as a weak man and a threat to the nation’s peace. While Lungu is aware that Chilubanama has been conning investors using the letterheads, Chilubanama’s greed tempted him to do a further donchi kubeba on the President by having more of the pre-signed letterheads without Lungu’s knowledge.
