Kitwe Mayor faces impeachment

COUNCILLORS at the Kitwe City Council (KCC) are allegedly in the process of impeaching Mayor Chileshe Bweupe for among other things violating Standing Orders, lack of respect for fellow councilors and failure to give mature and respectable leadership.
Councilors and Patriotic Front (PF) cadres confirmed that the councilors had taken a collective position to impeach the mayor unless he is saved by President Michael Sata whom he was related to.
PF Copperbelt provincial youth Secretary Kabwe Chanda confirmed receiving the information that councilors were in the process of impeaching the mayor, but could not divulge a lot of information because he had no details.
“Yes, i have received that information, but i really don’t know the reasons behind because am in Lusaka. I will get back to you later,” Mr Chanda said.
But,one Councilor who spoke on grounds of anonymity said that the councilors had taken a collective decision to impeach the mayor because of lack of respect for decisions made by the council, lack of respect for fellow councilors and violating the Standing Orders.
“He is arrogant and sarcastic. He has no respect for fellow councilors. He also has no respect for decisions made by the council.
“For example, in 2007, we resolved that we will not re-sale or subdivide the former zoo land and we expected him to stick to that resolution, but, instead he disregarded the motion and gave the land to the new investor called Henriot without the knowledge of the council.
“He is also turned himself into a Town Clerk by carrying out administrative duties which should be carried out by the Town Clerk. He is been signing agreements with companies like investors like Henriot and Mopani Copper Mines (MCM)  without the knowledge of the Town Clerk.
“It is like there are two town clerks now at the Kitwe City Council. He is more involved in issues of land. It is really sad that our mayor has failed to provide mature and respectable leadership and councilors now want to impeach him,” said one PF councilor.
Efforts to get a comment from the Mayor proved futile as his phone could not go through.
But some PF cadres alleged that the party in the district had reported him to President Sata and was summoned to go to State House over his conduct.
