Opposition UPND Leader Hakainde Hichilema has described the lack of a substantive Road Development Agency (RDA) Board as the highest national scandal and white-collar criminality.
Deputy Speaker of National Assembly, Mkondo Lungu, yesterday directed that the Minister of Transport, Works and Supply issues a comprehensive statement as to reasons why RDA has been operating without a board.
Speaking at a press briefing today when he officially unveiled former deputy speaker of National Assembly Mutale Nalumango and Eularia Zulu as National Chairperson and Chairperson for Education respectively Mr. Hichilema said RDA was administering a lot of public resources on behalf of citizens as such accountability and transparency were critical.
“These issues boarder on good governance. What is happening at RDA heads will roll one day. You cannot have a one-man board, Willie Nsanda, as chairperson administering all those lucrative roads contracts alone without other board members to give guidance. This is the highest level of criminality and national scandal,” Mr. Hichilema said.
Meanwhile, deputy speaker of National Assembly Mkondo Lungu yesterday directed that the Ministry of Works and Supply gives a comprehensive statement on why RDA has been operating without a substantive board all this time.
Making a ruling following a point of order raised by UPND Monze MP, Jackie Mwiimbu, in parliament yesterday who wanted to know whether it was in order for such a key government institution to keep operating with only one board member, Willie Nsanda, against the law, Mr. Lungu directed that the Minister responsible gives a comprehensive statement on the anomaly by Friday this week.
President Michael Sata removed the lucrative RDA from Ministry of Works and Supply to State House where all road contracts are now being given, with Mr. Nsanda who is president Sata’s campaign manager as the executive chairman of the board that does not even exist.
And during the same press briefing, former PF Kanfinsa MP in Kitwe Andrew Nyirenda resigned from his party to join the UPND.
Mr. Nyirenda disclosed that he could not stay in the PF party because UPND was the future.
“UPND is the future ruling party and this is without doubt as evidenced from the on-going mass-movement of members from other parties joining UPND”, he said.
And UPND vice-president Dr. Canisius Banda has demanded that president Sata must dissolve his tribal cabinet and constitute a more inclusive national one.
