Police have warned and cautioned president Edgar Lungu’s political advisor Kaizer Zulu over the leakage of the presidential speech to parliament.
OP sources have told the Watchdog that all State House special assistants and their secretaries were interrogated by police but only Kaizer Zulu was warned and cautioned.
‘Lucky Mulusa was interrogated, Hibeene Mwiinga was interrogated, Amos Chanda was interrogated and all other State House assistants and their secretaries were interrogated. The secretary to cabinet himself and other officials at cabinet office were also interrogated. But of all these people, only Kaizer Zulu was warned and cautioned,’ the source said.
The source wondered why the police have not issued a statement to the effect that Zulu was warned and cautioned like they always do when they warn and caution any suspect. The source explained that when the police record awarn and caution statement, it means that they are ready to arrest that person as they have enough evidence.
The source further explained that, according to civil service rules, when a government employee has been warned and cautioned by police, that civil servant stands suspended and that the secretary to cabinet is supposed to notify him or her to stay away from work. But the source wondered why the secretary to cabinet has not written to Kaizer Zulu to remind him that he stands suspended until his case is disposed of.
The source challenged the Zambia police to state whether they have not recorded a warn and caution statement against Kaizer Zulu.
The Zambia Police Service launched a high profile investigation into the leaking of the speech after several Members of Parliament called for an investigation.
