Libongani abusing office, not entitled to motorcade – Sacika

Former Secretary to the Cabinet Sketchily Sacika says Police Inspector General Stella Libongani is abusing her authority of office by using a motorcade because she is not entitled to one.

Mr. Sacika is quoted by the Daily Nation Newspaper that Libongani is a departmental head who is not entitled to a motorcade.

Mr. Sicaka, a seasoned civil servant says Ms. Libongani is in the same category with Chief Immigration Officer both under the ministry of home affairs who report to Permanent secretary Home Affairs.

He wondered how an Inspector General of Police who reports to a Permanent Secretary can be using a motorcade when her boss the PS and the minister do not use motorcades.

Mr. Sacika says according to Cabinet Office Procedure, only the Republican President and Vice-president are entitled to a motorcade.

Even the army commander who is respected across society does not move in a motorcade.

Two weeks ago, Libongani’s aides in a motorcade assaulted Mr. Likando Mufalali the United Party for National Development (UPND) Member of Parliament for driving behind Libongani’s motorcade.
