Lungu appoints chief tribalist Davis Chama as Defence Minister

Forged President Edgar Lungu has appointed PF Secretary General and chief tribalist Davis Chama as Minister of Defence.

Felix Mutati who failed ACC is now the minister of Finance.

In the UNIP era, Felix Mutati was given one of those common scholarships to go and study ACCA in UK by the Zambia Industrial and Mining Corporation (Zimco).

He flunked twice; returned to ZIMCO where he was given a job as ‘assistant accountant’ since part of the scholarship agreement required recipient to worker for Zimco after graduating.

To ward off the embarrassment of going to UK just to fail, Mutati made his family sell property to make him return to UK. He failed again. But this time the the examiners failed sorry and gave him a compensatory pass. Pass by compensation means that a student who has failed to attain the pass mark (in UK 40%) in a module, may, at the discretion of the Examination Board, pass the examined module by compensation. If you get 36%, the examiners can upgrade you to 40%.

Mutati later got a job at the National Hotels Development Corporation, then moved to Zesco where, after a few months, Zesco refused to renew his contract, most likely due to poor performance.

He did what most failures do – joined politics.

The Watchdog can safely and accurately predict that Mutati will perform worse than Alexander Chikwanda. Mutati is good as speaking but in practice he is a disaster. The ministry of Finance requires a serious economist.

Lungu has also rewarded Steven Kampyongo for his violence in Shiwang’andu with an appointment as Home Affairs Minister.
Chama was involved in shooting incidents in Mulobezi and is well known for issuing highly provocative tribal statements against certain regions and tribes in Zambia.
A statement released by State House Press Aid Amos Chanda states that Lungu has appointed part of his cabinet that includes 10 Provincial Ministers and has nominated 8 Cabinet Ministers.
Those appointed and nominated are Felix Mutati (Finance Minister), Steven Kampyongo (Home Affairs), Harry Kalaba (Foreign Affairs), Lucky Mulusa (National Development) and Chitalu Chilufya (Health).
Others are Margaret Mwanakatwe (Commerce), while Joyce Nonde has been nominated as Labour Minister.
Provincial Ministers are Sydney Mushanga for Central Province, Bowman Lusambo for Copperbelt, Nixon Chilangwa for Luapula, Malozo Sichoni for Muchinga and Brian Mundubile for Northern Province,Makebi Zulu for Eastern Province and Japhen Mwakalombe for Lusaka.
Richard Kapita who was paid to defect from the UPND after last year’s elections has been appointed as North Western Provincial Minister while Edify Hamukale is for Southern Province.
Nathaniel Mubukwanu who did not contest his Mongu Central seat and survived the crashing defeat of all PF candidates in Western Province has been appointed Provincial Minister for Western Province.
