President Edgar Lungu has assembled a specific team of intelligence officers to specifically monitor the activities of UPND president Hakainde Hichilema, key leaders, and some of HH’s top advisors, according to the highly classified Presidential Daily Brief (PDB) of Friday 20th February, 2015.
The PDB, which is now the most highly sensitive classified document in government as of security order number 001/0219/, Lungu is more interested in getting information tailored to Mr. Hichilema, and to some extent the Rainbow Party leader Wynter Kabimba as to who they meet, where, when, how and what is discussed, party mobilization, strategies and organization.
Lungu, who won elections with barely one percent ahead of the UPND leader Hichilema is so insecure that he has, from this Revised Presidential Daily Briefing, demanded more detailed information including Satellite and electronic intercepts and reports from District Information Officers (DIOs), Provincial Intelligence Officers (PIOs), and other teams.
For the purpose of this PDB not be leaked, secure equipment, computers, phones and office space have been prepositioned and there will be a desk in the Director General Intelligence, Samuel Nkhoma’s department to handle the PDB.
Special resources have also been released for the destabilization of the UPND to some targeted weak senior UPND leaders and youths who have been sponsored to demand for the removal of Mr. Hichilema from the UPND presidency.
The destabilization of the UPND will be done as a special project that will be managed by former Director General of Intelligence Xavier Chungu, who will be having regular face-to-face briefing with Lungu.
Part of the UPND destabilization process involves paying some UPND leaders to agitate major reforms in the party with a view to infiltrate it.
The briefing will be done by Mr. Nkhoma and a team of other two senior intelligence officers from Defense Intelligence and Police Intelligence six days a week that will also include most sensitive information affecting the security of Zambia.
