Speaker of the National Assembly Patrick Matibini says he will proceed with amending Constitution despite the court action by the Law Association of Zambia petition and objection from various stake holders.
Responding to LAZ’s Lawyers; Messrs Simeza Sangwa & Associates, who sought the Speaker’s undertaking that the Bill will not be tabled or be suspended during the duration of the court process, the Speaker stated that Parliament enjoys exclusive, established and unfettered jurisdiction in the conduct of its internal proceedings.
He also noted that the application of the principle of sub judice(under judicial consideration and therefore prohibited from public discussion elsewhere) to the business of the National Assembly was not absolute.

LAZ had pertioned the Speaker of the National Assembly to defer, suspend or delay the Bill seeking to amend the Constitution.
LAZ has taken a petition in matter before the Lusaka High Court in The Law Association of Zambia v The President of the Republic of Zambia The Attorney General and The National Assembly; Petition challenging the Decision to alter the Constitution in the matter set out in the Constitution of Zambia (amendment)Bill No. 10 of 2019.
