The opposition MMD has challenged the ruling party PF to explain why most heads of government departments in Northwesten province are from other regions especially Nothern.
And the MMD has disclosed that the ruling PF on Wednesday imported about 250 hooligans to Mufumbwe to go into villages to terrorise and intimidate MMD and UPND supporters ahead of the bye-election.
MMD campign manager for the November 9 bye-election Newton Samakayi has disclose that
It has come to MMD’s attention that PF is sponsoring violence through Shawi Fawz, so that when violence escalates, they call off the elections because they are not prepared for this by-election.
In a media statement, Samakai also said it has been reported that a chopper carrying suspicious materials landed in Kalengwa secretively.
‘We want to warn that as MMD and UPND, we are more than ready to counter any underhand methods PF will try to put in place,’ Samakayi said.
He said PF is scheming violence that will lead to rigging in Mufumbwe because PF has realised that the ruling party has not presence on the ground.
‘We are further informed that Shawi Fawaz controls, funds PF campaigns and pays the police command in Mufumbwe, that is why they can’t act on criminal cases that we have reported to them so far’, he said.
Samakayi warned that, in view of the partiality of the police, regarding the violence perpetrated by PF in Mufumbwe, if the Police command does not assume their responsibilities in the next 24hrs, the MMD and UPND will conduct Citizens arrest without any further notice.
Samakayi further said that as the PF goes to campaign, they should ‘come with the electricity poles that they took from Mufumbwe to Muchinga Province and also ‘explain why all the permanent Secretaries from this province have been fired and replaced by Northerners’
Samakayi said the PF should also explain why most Heads of Departments in all districts in the province are from the Northern Region.
He said the the people of North western Province suspect that there is a strategic expansion scheme aimed at eroding the interests of the local people.
‘In this regard the PF Government is expected to acquit itself on these issues in Mufumbwe as this is a perfect opportunity for the party to do so,’ he said.
Samakayi contuinied to say that: ‘we are aware that government intends to hoodwink the people of north Western Province, especially Mufumbwe, by declaring districts in the province.
‘In fact it is long overdue, the province deserves additional districts in Manyinga, Mushima and mushindamo, municipal councils in Lumwana and Kalumbila. There is no need to exchange the declaration of districts with votes. The Mufumbwe vote should be premised on performance of the contestants other than empty declarations of districts and meaningless re alignments of districts or provinces.’
He said the people of North western province deserve to be part of the wide spectrum of the development process of the country and to this end the human resource from this province should be infused in the overall human resource menu of the country.
He said payments to farmers for their maize is a good gesture, however, it does not deserve a vote as this is routine for any government.
‘The votes in Mufumbwe is about jobs, connection to the national grid, sustainable agricultural policies, road construction and rehabilitation, expansion of district hospitals, continued funding to projects left by MMD and not window dressing activities in by-elections.
‘The people here do not accept the notion that PF has been in office for just one year, as the development going on in Muchinga is unprecedented but carried out within the same one year.
‘We expect no rhetoric in the Mufumbwe by election. We demand that PF should be responsible enough to guarantee the peaceful people of Mufumbwe a transparent, violent-free and fair by-election,’ Samakayi explained.
He said it is ‘common knowledge here in Mufumbwe that both Masumba and his Paya Farmer party (PF) have been rejected because of the candidate’s childish behaviour and the party’s bouquet of lies during last year’s elections.
He said People of North western are not happy with PF government for a myriad of reasons, ranging from economic sabotage to sheer alienation of the human resource from the province.
