State House is in serious panic after revelations that one of President Edgar Lungu’s top aides has swindled a Chinese national of US$200,000.
Meanwhile, information has emerged that the Chinese national, Mr. Zhiang, the owner of Hua-Jiang Construction Company who was swindled by Kaizer Zulu the Political Advisor to the President is owed more than K314 million for several projects. Sources say apart from seeking Presidential intervention to have the Ministry of Finance offset the bill, Mr. Zhiang wanted President Edgar Lungu to help him with a letter to the Export and Import Bank (EXIM) Bank of China. The source said the letter was going to stand as guarantee that the Zambian government was committed to paying the Chinese contractor a move that could have helped the Chinese national to borrow from the EXIM bank to finish the project. The President could not however give Mr. Zhiang a letter of guarantee. ” Kaizer took advantage of the desperation of the Chinese contractor and the Chinese contractor was confident that after meeting the President, his problems will be over and he parted away with US$200,000. What is US$200,000 if you want to collect K314 million,” the source asked.
Among the construction works the company has undertaken are the construction of students hostels at Copperbelt University, the Expansion of Parliament Motel and several schools in rural areas among them Kaputa District.
In apparent to the Watchdog story, state house Deputy Minister Mulenga Sata who is himself very much linked to Chinese contractors told some reporters that no one should pay to enter State House. Kaizer Zulu is one of the most corrupt Zambian citizens. He was retired in national interest by President Sata when he was given an intelligence report that he participated in the looting of US$ 38 million meant for system programming at Road Transport and Safety Agency (RTSA) called Zamtis. The Late President was actually given a video recording before Kaizer Zulu was fired.
