State House Special assistant for project Lucky Mulusa two weeks ago led a delegation of all the four service chiefs, Zambia Army, Zambia Airforce, Zambia National Service, and Zambia Police to Dubai and held high level secret talks with the company that has been engaged to print ballot papers for this year’s general elections.
The delegation which also comprised OP and IT experts totalling more than 20 people privately entered that country using different routes such as Zimbabwe, DRC, RSA, Tanzania and but lodged at one hotel.
The Dubai based Alghuraair Printing and Publishing Plc, which has been considered favourite to print ballot papers for the Zambian 2016 tripartite elections, is also the same company that printed ballot papers for Uganda that resulted in continued crashes due to disputed outcome.
In the case of the Uganda elections, some civil society and political parties in Uganda discovered evidence of some ballot papers printed by Alghuraair Printing and Publishing Plc of Dubai landing in wrong hands before elections.
There was also massive evidence that the ruling Museveni administration kept procuring ballot papers from the same company secretly which ended up being pre-marked.
