Among those who are included in this bracket include Road Development Agency (RDA) board chairman Willie Nsanda who has been given a new Toyota VX Reg No ABV 9458, and Zesco Board Chairman Fr. Frank Bwalya.

Mr. Nsanda and and Winter Kabimba also sit on the Zamtel Board where they enjoy other incentives and allowances.

Forum for Democracy and Development (FDD) president Edith Nawakwi has also been given a latest state-of-art Ford Ranger (Twin Cab) with a government driver and fuel for spearheading a PF biofuels private project  in Muchinga province run by Ilunda Chalo Investment owned by president Michael Sata and Winter Kabimba.

The system of executive board members who occupy full-time office space was curtailed by late Levy Mwanawasa due to wastefulness.

The only ones that were allowed under Mwanawasa administration to enjoy these facilities were chairpersons of Teaching Service Commission, Electoral Commission of Zambia, Police and Prison Service Commission.

For the rest, the Mwanawasa administration allocated these people vehicles and allowances at their disposal during special assignments, mainly presidential trips.
