Northern PS Mwamba accused of backing cadres to hijack offices

Dear Editor,
It is of concern to learn that politics of nepotism and tribalism have taken root in our country. Our country is slowly degenerating into a kingdom of those in office without respect of existing institutions. Tribal backing and nepotism is spoiling the civil service.
In northern province, the local PS – Emmanuel mwamba, has forced the Official office bearer, PACO- Mr Liyembani, ministry of Agriculture to stay at home and allowed the DACO- Mr Andrew Banda, to hijack the office. The major power at play is the wife to the DACO Andrew Banda who is a Provincial Women Chair lady for PF and a Chitulika woman of Mpika.

The all drama started when the PACO was appointed to take up the position of District Commissioner for Kasama. With political influence suspected, he left the DACO for Mpika in office to act. when President sata revoked the appointments of all graduates and appointed cadres, some of questionable caliber  to the office of DC, he ordered that all the graduates go back to their former positions since those who took up office were just acting for administrative convenience. Surprisingly, this drama started. It became a story of the Nomad in the desert and his camel. The camel eventually took all space and pushed the nomad out of the tent. This Lozi Man is on the verge of losing his position. The DACO, with support of Mwamba the PS has stubbornly refused to vacate the office.

The Ministerial PS has tried to normalize things but mate with resistance from the PS with the influence of the PF women chairlady, wife to DACO. The ministerial PS reportedly scorned the DACO and advised him to leave office but to no avail. He is stubborn to death. As a last option, the ministry transfered the PACOs so that the stubborn DACO could be left in the cold but PS Mwamba insisted that he favored the Man married to a chitulika woman to take up office and told the person who was transfered to Kasama to instead go to muchinga. To broke this option, ministerial  PS has sent a different  PACO to muchinga. The drama and uncertainty of the plight the of the Lozi man continues.

This is political drama at play. Unfortunately, the Victimized PACO went to report to Kabwe where the Other PACO also refused to move. Pray for this man. The state machination may end up retiring him in national interest. My heart breeds. What has gone wrong with the system? Where is the anti-corruption commission so they can pick this corrupt PS and the chitulika woman? Where is the union?

Recently, the Public Service Commission was sitting in Northern and it is reported that the DACO submitted his papers to be officially given acting appointment. However, sources said the commission asked where the vacancy is since the establishment indicates it has a person. The SEO- Mr CHISHA SAINT who is also blind to the situation submitted that the other is on transfer and that the local PS favors the DACO. Am waiting to see whether the commission will also fall prey to this kind of nepotism.

Please! where is the integrity of the system? You are killing the old man. Let him retire peacefully.

Country men and women, this is the government you thought would be better than the MMD. One day, you will all work up to find cadres in offices. lucky will be those with family roots to PF cadres.

Stop embarrassing the system. Politicians go but Civil Service lives on for generations.
