The PF is secretly registering prisoners in the just recently launched voter registration exercise as a rigging tool and this is one of the reasons President Edgar Lungu has made the decision to move the prisons head office to Lusaka. According to the scheme, the prisoners are being captured in their respective areas and will be released to cast the votes on polling day next year, with instructions to vote for the Pf candidates and Lungu in particular. “Recently, there has been a decision to relocate the prisons head office to Lusaka and if you recall the commissioner General Percy Chato was on a nationwide tour of the facilities so as to have an accurate data base. These guys will vote in each of the constituencies they have been registered but others have been registered in different areas so as to have them disguised. These are even the people who will be used to vote more than once,” said the source. The impeccable source further disclosed that Chato also used this scheme under former Rupiah Banda’s reign but because of the people’s resolve to change government in 2011 PF’s Michael Sata still won. Soon after Sata’s victory, Chato is said to have gone to him to apologise and ask for forgiveness. He then promised that he will help the PF with the same formula in 2016 hence of all the security chiefs only him was retained.
