James, who was about to fly to the Democratic Republic of Congo where he runs businesses, had his chartered plane grounded for two hours from scheduled flight time.
The police did not say why they were detaining James or grounding his plane but simply said they had to get clearance on whether to allow him to leave the country.
Sources say he was only allowed to fly to Congo after senior police command ordered his release saying he has no issues with the law at the moment and that he has not yet been summoned for any investigations.
Hel left for Lubumbashi after Midday. The Watchdog has been informed that James spends much of his time in Congo where he is doing business.
