Re: “Mismeasured Budget”

I am very disappointed with some of the aspects of the National Budget presented by the Finance Minister as a Zambian Citizen. The budget does not cater for the poor. Where are the poor in this budget? With the wage freeze still in effect, how will the poor survive? The honourable teachers, nurses and other civil servants will continue to languish in poverty as the cost of living is currently high. The budget does not give adequate resources for the completion of the Constitution Making Process, what is allocated to the process only makes it become like a headless chicken. A good Constitution is necessary to influence government policy to pursue important goals such as rapid economic growth, efficient use of resources, full employment, price stability, and a fair distribution of income. Whose budget is this for? Is this for the ordinary Zambians or for some powerful cartel somewhere whose appetite for money is insatiable?  Our current government and past governments have been spending the much needed scarce resources on the constitution making process without the right intention (Recta Intentio).  Why can’t we for once become a serious nation that knows what it wants and has the plight of the nation at heart? A serious government is one which effectively makes the best use of the scarce resources to satisfy people’s wants and needs. For how long will we the Zambians continue to ask for a good constitution? This budget is best described as a “Mismeasured budget.”
