Weak as it is, the Office of the Public Protector (OPP) has instituted investigation on how the tender to construct the $1.2 billion dollar Lusaka-Ndola Dual carriage was awarded.
The public protector suspects corruption and maladministration by the ministry of Infrastructure.
OPP Public Relations officer Chileshe Mwansa says the OPP has established that originally the construction of the Lusaka-Ndola Dual Carriage was a Private Public Partnership (PPP) Project but was later changed to a financing project and a contract was awarded to Engineering, Procurement and Construction (EPC).
The public protector however says the ministry of Infrastructure did not follow government tender procedures when it changed from Private Public Partnership. The public protector says interested construction companies were not given an oppprtunity to bid as required by the law M.
Mwansa says the public protector has therefore instituted an investigation into the case in order to establish what transpired.
