RB re-launches Luapula Postboat

A fisherman in the Banweulu swamps

President Rupiah Banda says the country needs to develop water transport as it is releatively cheaper than other modes.

President Banda was speaking Thursday afternoonn in Sanfya when he re-launched the Bangeulu Postboats.

President Banda also congratulated ZAMPOTS for what he termed as turning around its fortune and investing in the people of Luapula.

DISTINGUISHED INVITED GUESTS, LADIES AND GENTLEMEN.

I AM HAPPY TO BE HERE IN LUAPULA TO RECOMMISSION THE POST BOAT WHICH MY ELDER BROTHER, THE FIRST PRESIDENT, DR. KENNETH DAVID KAUNDA, INITIALLY LAUNCHED ON 3RD SEPTEMBER 1991.

THE POSTBOAT SERVICE BEING RE-LAUNCHED TODAY REPRESENTS A BOLD STEP BY MY GOVERNMENT, THROUGH THE MINISTRY OF COMMUNICATIONS AND TRANSPORT, TO PROVIDE SAFE AND RELIABLE WATER TRANSPORT TO OUR PEOPLE IN CHILUBI AND THE ISLANDS OF LAKE BANGWEULU WHO ARE CUT OFF FROM THE MAIN LAND BY THE WATER.

IN A COUNTRY LIKE ZAMBIA WHICH IS BLESSED WITH ABUNDANT WATER RESOURCES IN THE FORM OF RIVERS AND LAKES, IT IS IMPORTANT TO DEVELOP WATER TRANSPORTATION AS IT IS RELATIVELY CHEAPER THAN ROAD TRANSPORTATION. OTHER THAN THE COST OF ACQUIRING BOATS, THERE ARE VERY FEW OTHER COSTS, WHERE AS IN ROAD TRANSPORTATION HUGE AMOUNT OF MONIES ARE REQUIRED FOR CONSTRUCTION OF ROADS.

LADIES AND GENTLEMEN,

MY GOVERNMENT RECOGNISES THAT THE COUNTRY CANNOT ATTAIN ANY MEANINGFUL ECONOMIC DEVELOPMENT WITHOUT THE PROVISION OF GOOD WATER AND ROAD TRANSPORT FOR OUR PEOPLE IN REMOTE RURAL AREAS OF OUR COUNTRY.

IT IS AGAINST THIS BACKGROUND THAT I WISH TO COMMEND THE MINISTRY OF COMMUNICATIONS AND TRANSPORT FOR HELPING ZAMPOST TO ACQUIRE THE NEW ENGINES AND REFURBISHING THE POSTBOAT. I AM ALSO PLEASED TO NOTE THAT THE MINISTRY HAS SET ASIDE MONEY TO REPAIR AND REFURBISH THE MONGU-KALABO POSTBOAT.

LADIES AND GENTLEMEN

I WISH TO REITERATE THAT MY GOVERNMENT IS COMMITTED TO PROMOTING DEVELOPMENT IN RURAL AREAS IN ORDER TO ENABLE ALL OUR PEOPLE TO PARTICIPATE FULLY IN THE ECONOMIC ACTIVITIES OF OUR GREAT COUNTRY. AS YOU ALL KNOW, AGRICULTURE AND FISHING ARE THE MAIN SOURCES OF LIVELIHOODS FOR OUR PEOPLE HERE IN LUAPULA. THE PEOPLE, THEREFORE, NEED A GOOD WATER TRANSPORT SYSTEM TO SELL THEIR AGRICULTURE PRODUCE AND FISH TO THE MAINLAND.

MAY I NOW TAKE THIS OPPORTUNITY TO IMPLORE ZAMPOST AND THE MINISTRY OF TOURISM TO USE THIS BOAT TO ATTRACT TOURISTS TO THIS AREA WHICH HAS VAST TOURIST POTENTIAL. THE BANGWEULU SWAMPS, INCLUDING THE LAKE, ARE SIMILAR TO THE WORLD FAMOUS OKAVANGO SWAMPS AND DELTA IN BOTSWANA WHICH HAS BEEN HIGHLY MARKETED IN THAT COUNTRY AND ATTRACTS A LOT OF TOURISTS TO BOTSWANA.

AS MY GOVERNMENT OPENS UP THE NORTHERN CIRCUIT FOR TOURISM WHICH FOCUSES ON LUAPULA AND NORTHERN PROVINCE, THIS AREA WILL WITNESS A NUMBER OF DEVELOPMENT PROJECTS AIMED AT FACILITATING GROWTH OF THE TOURISM SECTOR. IMPROVING WATER TRANSPORT WILL, THEREFORE, GREATLY ASSIST IN BOOSTING TOURISM.

AS I CONGRATULATE ZAMPOST FOR INVESTING IN THE PEOPLE OF LUAPULA, I WOULD LIKE TO APPEAL TO OTHER BUSINESS HOUSES TO CONSIDER INVESTING IN HOTELS AND GUEST HOUSES TO ATTRACT TOURISTS TO THIS AREA. GOOD ACCOMODATION AND RESTUARANT FACILITIES IN SAMFYA WOULD INCREASE THE VIABILITY AND ATTRACTIVENESS OF LUAPULA AS A TOURIST DESTINATION.

FINALLY, LADIES AND GENTLEMEN,

ALLOW ME ALSO TO CONGRATULATE THE CHAIRMAN OF THE ZAMPOST BOARD AND HIS BOARD MEMBERS, MANAGEMENT AND STAFF FOR TURNING AROUND THE FORTUNES OF ZAMPOST IN SUCH A RELATIVELY SHORT PERIOD OF TIME. AS GOVERMNENT WE CONSIDER THE POSTAL SECTOR TO BE A VERY IMPORTANT CONDUIT FOR REACHING AND SERVING ALL THE PEOPLE OF ZAMBIA. IT IS IN THIS REGARD THAT GOVERNMENT RECENTLY ASSENTED TO A NEW POSTAL ACT NO. 22 OF 2009 TO ENSURE THAT THE POSTAL SECTOR CAN MEET THE MANY CHALLENGES IT FACES.

IT IS ALSO GRATIFYING TO NOTE THAT THE CORPORATION INVESTED A SUBSTANTIAL SUM OF MONEY IN INFRASTRUCTURE DEVELOPMENT AND MODERNISATION OF THE POSTAL NETWORK NOT TO ONLY IMPROVE SERVICE DELIVERY AND EFFICIENCY BUT ALSO TO EXPAND AND SUSTAIN ITS REVENUE BASE AND TRADE PROFITABLY.

I WOULD LIKE TO URGE OTHER PARASTATAL ORGANISATIONS TO EMULATE WHAT HAS BEEN DONE BY ZAMPOST. MY GOVERNMENT WILL ALWAYS BE READY AND WILLING TO SUPPORT ALL SUCH NOBLE EFFORTS.

IT IS NOW MY RARE HONOUR AND PRIVILEGE TO DECLARE THIS POSTBOAT OFFICIALLY RE-LAUNCHED.
