Retaining ministers after dissolution of parliament is illegal – Mwale

The Zambia Council for Social Development (ZCSD) says President Lungu has created himself a problem by retaining Cabinet Ministers against the guidance provide by the Law Association of Zambia (LAZ).

ZCSD Executive Secretary Lewis Mwape says soon the Patriotic Front will announce the names of adopted candidates for August elections and some of the ministers who applied for re-adoption might be left out.

Mr. Mwape says this will create a problem in government and President Lungu might be working with some frustrated ministers who will be working against the president, using government resources and turn the people of Zambia will have lost valuable resources through in-fighting.

Mr. Mwape says the dissolution of parliament entails that people do not have representatives in Parliament and wonders in whose interest the ministers will be serving.

Last week, UPND Vice president for Administration Geoffrey Bwalya Mwamba said a citizen arrest would be effected on Ministers who will not vacate office once cabinet dissolves.

Mwamba commonly known as GBM said the UPND will not watch the PF abuse their authority by allowing Ministers to continue.

He said he will be instructing UPND Members to effect citizen arrest on anyone who will be found conducting himself as Minister.
