Sable transport corruptly paid K169m for 30 kilometres road maintenance

Government has corruptly paid K169,035,362.34 to Sable Contractors for the periodic maintenance of the Kapiri to Kabwe road, a sum some Road Development Agency (RDA) officials have described as ‘astronomical’.

The secret contract which was signed on 26th February, 2015 under contract No. RDA/CE/002/014 between the government and Sable Managing Director Iqbal Alloo. But RDA officials have told the watchdog that the amount was inflated by about 50% and the difference shared between State house and some PF officials. The sources have however said President Lungu may not be aware of the scam.

“That is close to K170m (K170 billion in old currency) just for maintenance of a road which is not even in that bad shape. That amount can even build a new road far much more than the 30 kilometres but we suppose the President may not be aware because this was hurriedly pushed in shortly after he won the elections but of course there are many State house and PF officials attached to the corruption,” said the source.

And a Sable transport insider has told the Watchdog that following the contract, Iqbal Alloo went to bribe a named chief in Central province to begin quarrying even without the involvement of the Zambia Environmental Agency (ZEMA) for assessment.

The source also said that the company is also building a house for a named girlfriend to State house political aide Kaizer Zulu as part of gratification. He declined to name the woman saying though she was having an affair with Kaizer, she was married to a well known figure.

And a Watchdog search into the company’s website (http://www.sabletransport.com) which catalogues the road works they have done showed that the Kapiri contract was not included, thereby confirming that it was secretly and corruptly awarded. The only contracts highlighted on the website are Chipata-Lundazi (90Km), Chipata-Mfuwe (20Km), Chipata Township (30Km) and Kasama – Mporokoso (170Km).
