President Michael Sata today held a 30 minutes closed door meeting with Litunga of Barotseland, Lubosi Imwiko II, prior to addressing campaign rallies in Lukulu West.
And in hoodwinking Lozis for votes, Sata ordered that eight medical centers be constructed with immediate effect in Lukulu west.
Mr. Sata who was in Western province for the first time since he was elected in 2011 arrived in the morning and immediately proceeded to meet the Litunga together with vice-president Guy Scott.
President Sata who touched down at Mongu airport aboard a Zambian Air Force plane at 10:16 hours was accompanied by Home Affairs Minister Edgar Lungu, Commerce Minister Emmanuel Chenda among others.
The President later was received by Gender Minister Inonge Wina, Community Development Deputy Minister Jean Kapata, Western Province Minister Obvious Mwaliteta, North Western Province Minister Nathaniel Mubukwanu, Provincial Permanent Secretary Emmanuel Mwamba, Provincial heads of departments and Party officials.
Mr Sata, who would probably not have been bothered to go there if there was no by-election, later left the airport for Limulunga Royal Village where he paid a courtesy call on the Litunga Lubosi Imwiko II.
President Sata, who was a regular visitor to the area towards the 2011 elections when he cheated the Lozis that he was going to honour the Barotse Agreement, left Mongu for Mitete district after meeting the Litunga.
While in Mitete, Sata held political rallies at Muyondoti and Mitete areas to drum up support for PF candidate Elieen Imbwae.
Last year, Mr. Sata ordered his army to shoot the Lozis that were demanding for the restoration of the Barotse Agreement as per election promise.
The UPND are fielding former MP Mutelo.
