Mr Lubinda has told a South Africa television crew that after the September 20 polls: “President Michael Sata will, as one of his first acts as head of state, appoint a technical team of experts to examine reports of previous constitutional review commissions and pick out the best practices to develop a draft document,” he said.

The draft constitution will then be debated thoroughly and submitted to a National Referendum so that Zambians themselves can give to themselves a constitution they will truly identify with.
