Four months ago, I ordered an administrative inquiry into suspected misuse of the Social Cash Transfer funds, I regret that a comprehensive report was only submitted to my office on 14th September 2018.
I have therefore given Secretary to the Cabinet Dr. Roland Msiska one week to take decisive action to curb all malpractices in the administration of the Social Cash Transfer programme because malpractices hurt the poor who survive on this vital safety net.
I have further directed that the Minister of Community Development and Social Services, Hon. Emerine Kabanshi and Minister of Finance Hon. Margaret Mwanakatwe must continue with their engagements with donors to assure them of the remedial measures Government has been undertaking since suspected cases of misuse surfaced earlier this year.
Following my dissatisfaction with the pace of the ongoing administrative measures, I have directed for quicker forensic audits by the Auditor-General and other relevant Government internal audit systems. We need to get to the bottom of this for the benefit of our people.

ZWD comment: President Lungu must personally take action on this matter. Looking at the magnitude and level, this requires leadership and the highest level. This is not the type of case to delegate. Some of the people he is directing to take action are the major suspects. Minister Kabanshi for example. President Lungu should immediately suspend this minister and police should move in. That is how to deal with corruption and theft, otherwise any half hearted measures will simply not work with donors.

By personally taking action, President Lungu will not only be seen to be against corruption but will clear his name on this matter because the perception is that he is either involved or condones such in his government.
