Tembo wants NGO leaders that stole DFID funds prosecuted

NGO leaders that stole UK donor money should resign, refund the money and be prosecuted, demands Sean Tembo.

PRESS STATEMENT No. 90 ISSUED ON 13th NOVEMBER 2017: FOR IMMEDIATE RELEASE

1. The Patriots for Economic Progress (PeP) is saddened by reports that a number of Zambian NGOs including YALI, FODEP and SACCORD, have stolen money amounting to about $3,5million from the British Government’s DFID program, which money was meant for monitoring the 2016 general elections by the named NGOs. It has also come to our attention that the named NGOs have since been reported to the Zambia Police Service Anti-Fraud Unit for further investigation and possible prosecution.

2. As Patriots for Economic Progress, we applaud the British Government firstly for extending a charitable hand to our country and secondly for undertaking a forensic audit which brought this alleged theft of donor funds to light. Our local NGOs ought to realize that donor funds are taxpayers money in the countries from which they originate, and must therefore be fully accounted for and be put only to the designated use.

3. Additionally, the various governments that donate funds to this country through various programs, do so in good faith and in the hope of contributing to the governance and socio-economic welfare of Zambian citizens. Therefore, it is a disservice to the nation for leaders of these erring NGOs to try and enrich themselves through the theft of taxpayers money. It is for this reason that the Patriots for Economic Progress would like to appeal to leaders of NGOs like YALI, SACCORD and FODEP to consider pursuing their ambitions of enriching themselves in the private sector and not in civil society. Those who preach accountability must practice accountability.

4. As Patriots for Economic Progress, we are hopeful that the Zambia Police Service will expedite this investigation of the alleged theft of donor funds from DFID by YALI, FODEP and SACCORD, among others, especially given the fact that there’s already a Forensic Audit Report in place, which has documented all the instances of theft.

5. As Patriots for Economic Progress, we also wish to appeal to the leaders of these NGOs that have been reported to the Zambia Police Service for alleged theft, namely Mr. Andrew Ntewewe of YALI, Mr. Boniface Chembe of SACCORD and Mr. Chimfwembe Mwenya of FODEP, to be immediately suspended by their respective boards from duty so as to pave way for smooth investigations by the Zambia Police Service Anti-Fraud Unit.

6. As Patriots for Economic Progress, our expectation is that as soon as the investigations are concluded, those found wanting must firstly refund the stolen amounts in restitution and secondly they must be prosecuted to the fullest extent of the law, so that we can give confidence to the taxpayers in the United Kingdom that when charity is extended to us, we shall be held accountable.
