THE SECRETARY GENERAL
THE PATROTIC FRONT
ATN: MR. WINTER KABIMBA
RE: INAPPROPRIATE FINANCIAL CONTRIBUTION BY EIZ TO THE PF WOMEN’S LEAGUE FUNDRAISING DINNER DANCE
Kindly refer to the above matter. I am a member of the (Engineering Institute of Zambia) EIZ and want to express my concerns over the above matter where the current EIZ executive contributed some money to a wing of the PF party.
This was confirmed by the front page photo of the Post Newspaper of Saturday, 14th January 2012. In the photo EIZ logo appeared alongside other
sponsors for this fundraising function. EIZ is a public and professional body established to promote and regulate the engineering profession and is currently operating under the EIZ Act No. 17 of 2010.
Whilst I have nothing against the PF as a party, I find it extremely abusive of institutional mandate of EIZ as per EIZ Act for the current leadership to use limited institutional funds for such an undertaking. The functions of the Institution are clear under section 4 of the Act and revolve around the promotion and regulation of engineering practice in Zambia.
Part II of the first Schedule of the Act clearly prescribes the use of Institutional Funds limited to this function. Currently, EIZ is actually failing to meet its obligations due to abuse and mismanagement by the current Council led by Mr. Henry Musonda. You may wish to note that this council has un unresolved matter at the High Court of Zambia where the election of the executive about two years ago has been challenged due to non observance of the
EIZ Act and Constitution.
Despite this, the Council has continued to engage in corrupt activities and it therefore comes as a shock that they are so desperate to allocate limited institutional resources to anon engineering function in order to wrongly win the support of the government. There have been maneuvers by Mr. Musonda and his council to win government positions or appointments through moves like the donation they did. Knowing the stance of your party and the government it has formed, this cannot be allowed. You may have noticed that none of the logos of the sponsors displayed in the same photo was a public Institution like ZRA or a professional body like LAZ or ZICA.
This was not by accident. You may also recall the embarrassing incidences under the fallen MMD regime where money was being extorted from public
bodies like Food Reserve Agency or from some corrupt individuals. With your watchful eye, these ills were exposed and MMD had to return
these funds. Our party should not fall to such traps by cunning individuals seeking to promote their own personal images using limited
Institutional funds. Sir, this money should be returned to send a strong signal and let it be used to encourage interest in engineering
among our children even at primary school level especially involving the girl child. PF will always have genuine supporters even without
