ZAF Commander in $62m corrupt contract


Ministry of Defence Permanent Secretary Stardy Mwale and Zambia Air Force Commander Eric Chimese have single sourced BHB Contractor limited to supply uniforms to ZAF at an inflated cost of over 62 million US dollars as opposed to the lowest Zambian bidder who tendered for 14 million US dollars for the same service.

“Things are bad and everyone in ZAF is not happy with and now Zaf and other Ministry of Defence officials are calling for the extension of the fight against corruption to all defence and security wings due to the vice which has been going on under the guise of secrecy,” saidour sources.

Ministry of Defence PS, acting together with General Wilfred Mbewe the then Chief of supply at ZAF who acted on behalf of ZAF commander, Eric Chimese, single sourced BHB Contractors (z)limited of 407 independence avenue woodlands in Lusaka a corruption conduit belonging to a Mr stanslous Mubanga as front of some known corrupt businessmen, cell phone number 0965778778 to supply assorted uniforms to ZAF at an inflated figure of $62,810,672.50 million.

This is despite the same being possibly ordered from PURMA of kenya at a cost of about $14 million.

But this could not be done because thieves like Edgar Lungu, RDA Chairperson Samuel Mukupa, Defence PS, ZAF commander single sourced BHB Contractor Limited in order to cut deals and share about 45 million US dollars.

In an effort to cover his corruption, ZAF corruption stink commander Eric Chimese claims he was out of the country at a time the contract was being signed but we can state here that this is not true as the randy Commander had already authorised that the contract be awarded to BHB Contractor Limited as he had received instructions from above.

Chimese has since relieved Brig Gen Wilfred Mbewe of his position as Chief of supply and procurement on grounds that he was opposed to the awarding of the corruption contract to BHB Contractor Limited.

The said exorbitant contract was signed, single sourced and awarded to BHB Contractor Limited on 11th August 2017 by Defence PS, Mwale who represented the Government while BHB Contractor Limited was represented by a Mr Mubanga as Managing Director while witnesses were Mr Fumai Nyambe, a director at Ministry of defence and Gen Wilfred Mbewe of ZAF however, some of these officers have been retired for opposing the boozing corruption.
