*PF Secretary General Davies Mwila pays ZCID to influence dialogue outcome*
I work at the Zambia Centre for Interparty Dialogue Secretariat. I want to state from the onset that my political inclination is PF, and that is my democratic right enshrined in the constitution. That said, Zambia is bigger that all of us and it is our responsibility to make correct decisions for posterity. I have recently been encouraged by statements from Counsel Kelvin Fube Bwalya. I have spoken to my wife and my Priest and I have come to peace with myself. The issue is the PF through their Secretary General, Davies Mwila offered a couple of my colleagues and myself at the ZCID money to basically spearhead a PF driven dialogue process. I was given K200 000 and promised the same after. I have not been at peace with myself and after talking to my wife and the Priest, we decided to buy groceries for 10 needy orphanages in Lusaka. I have spent the last 2 weeks distributing groceries in the amount of K200 000. I have no doubt in my mind that Davies Mwila illegally obtained this money. So giving it back to the needy children was a noble cause.
So, basically ZCID is an organization formed initially by political parties themselves to, among other things, facilitate dialogue among them. It is not a statutory body but a voluntary association of parties. The membership is of political parties that have representation in Parliament on one hand and those that do not on the other hand and this group is called the FPP, Federation of Political Parties. The parties that have presence in parliament have one representative each on the board, so you have UPND having 1, PF 1, FDD 1 and MMD Mutati faction 1. Then FPP have 4 representatives, that is Jackson Silavwe, Higvie Hamududu and two others. So when the ZCID board makes a decision, it’s by Majority vote. So far on any dialogue issues it has been 7 to 1 against UPND no matter the issue. That has been UPND’s objection and they have a point. Even on the so called eminent persons, even if UPND had submitted names, the final four would not have included its choices because there was a selection process involved. So you can see, as President Sean Tembo mentioned when he quit the ZCID board, it has been hijacked by PF and is no longer a proper platform for political parties to interact. Another thing, for the dialogue ZCID hired some technocrats to help facilitate the process, among them Mr Isaac Mwanza from YALI, he PF cadre, same with Mr Abdon Yazi and others. I would not be surprised if these have also received money from PF. I have no doubt in my mind that ZCID has no capacity to mediate in any form of national dialogue.
